No because the key on TER is the same and TYPO3 cannot handle different
versions. This means that if this is a totally new version and the
labels have been erased and rewritten as needed, version 1.6.4's users
will fail to have translated texts after the upgrade :/

As the process is still manual on the translation server, I must say I'd
like the powermail team to show up here and "officially" ask for
updating the labels though.
