I don't think if testing translations on the official server is good 
idea. We created separate translation server for our translation and 
each trusted translator owns his/her admin (full admin) account, so 
he/she has full access to all modules. When extension's translation is 
finished and TESTED it is merged on translation.typo3.org

However access to account on the official server will be limited soon 
only for translation chief and translation managers to avoid workflow 
conflicts.
