[TYPO3-translators] error in LL-XML page and disappearing trasnaltions?

That's right.

Authors cannot install new extensions. Only translation server admins can.

No. When you translate, you should okk where your translations are 
saved. There are two modes:
- they are saved back into the extension
- they are saved into a separate file

The first mode is good only for private extensions. It is worthless for 
the translation server. If translation goes back to extension's 
locallang.xml, than overriding the extension overrides locallang.xml 
files with translations. So the first mode is not for you :)

The second mode creates translations in separate files. This way they 
can be obtained through TER&EM.
