After some debuging in the EM, I think I understand the problem.
The sav_library-l10n-fr.zip is correct when the TYPO3.org Main 
Repository is used.
In my settings, Random mirror is used. Fo example in 
http://ter.cablan.net/ter/ the sav_library-l10n-fr.zip is NOT correct 
(res directory is missing). I guess it may take one more day to have the 
mirrors updated.
