[TYPO3-translators] How does it work (general)?

I'd like to ask you to explain me basic model of translation updating ;) 
  Of course I don't want to ask about 'how to insert text' rather: 'why 
changes aren't available?'

In Translations handling section of EM there are 3 groups of results of 
translation updating:

* first is OK/UPD
which means that translation was found on server, fetched into my 
TYPO3's implementation and generally it's up to date.

* second: N/A - not available,
which is most mysterious, cause I made lot of these translations 
personally for my language (Polish), and I'm sure, that they are done :D 
Does the translation server need any additional steps, f.e. cache 
clearing or something ? Of course I've tried to remove *-l10n-pl.zip 
files from my typo3temp folder, without results...

* third: Could not fetch translation status
I recognized that some of these extensions are added to the translation 
server but ll-XML's 'Select file:' field is empty, there's no any file 
available to translation. There's a short list of these:
sv, tstemplate_ceditor, tstemplate_info, tstemplate_objbrowser, 
tstemplate_analyzer, t3skin, t3editor, mpossnewssorting

(So as can you see lot of them are core extensions)

of course there's a group of extensions that are just not installed on 
translation server which gives the same result, and it's clear to me 
that they really results with 'Could not fetch...' message :)
