Well, the German translators are not really organized and there's no 
Chief Translator. We do have a mailing list / news group though: 
typo3.translation.german is on the TYPO3 news server.

The vocubarly page is very important as it helps to avoid 
inconsistencies. It also contains hints regarding phrasing, etc.
