[TYPO3-translators] How should translation to be written - example

Hi translation gurus,

How should example below to be written on text line 
(typo3conf/l10n/fi/tt_news/pi/fi.locallang.xml):

Context: only available if the advanced pagebrowser is enabled

3 Lines, but:
1) line is normal text
2) second line is, I guess, <hr>
3) is in italics

PS. Could the responsible person of Typo3 translations write a guide 
"Howto translate Typo3 core and CSH - guidelines and examples". This 
document would rise a lot of quality of Typo3 and at the same time in 
would make the life of voluntary translators a little bit easier.
