[TYPO3-translators] Translation for extensions should be in external files?

Hi!

Some time ago I had e-mail discussion with Kasper. He said that 
extension translations should be moved to language packs. I see that 
some extensions have a checkbox for this (when translations are 
injcluded into main file). Should we now always check this box to move 
translations to separate files? Shouldn't it be checked by default?
