I think you better leave it as is. Below is why.

It should be a separate user by definition. One user per language.

It means that you will have to create as many entries in sys_language_uid as there are languages, which is not a requirement for translation. Translation process may not depend on the values inside "Web site language" table because it has nothing to do with this table.
