[TYPO3-translators] Cannot save translation

It was a error in llxmltranslate extension. It ignored external translated file completely if source file had section for language (and that file has it). I changed llxmltranslate. Also core has to be fixed because it has the same bug. I posted request to core because this change needs approval there.

You should be able to translate this file now.

Also by default now "Move to external file" will be checked as this is the right thing to do.
