No. Because if you create one web site in Polish and another in Chinese, 
you may not need both language packs there. Language packs are really 
local to the installation. This way you only install what you (or your 
users) need, nothing more. The less - the better.

Well, you are not supposed to install extensions as global anymore. This 
is left as compatibility feature. But it may create certain problems as 
it did with htmlarea when people had it as sysext and local.
