[TYPO3-translators] New extension static_info_tables_ga for galician language

Hi,

I think that lg_country_iso_2 for galician have to be empty because is a
different language of spanish and normally we use lg_country_iso_2 when
is the same language but in different countries, for example es_ES or
es_AR because is the same language spanish but in Spain or in Argentina.

I think the better solution is that lg_country_iso_2 is empty for
galician, and with a extension static_info_tables_gl the problem was be
solved.

You'd have to change in static_info_tables only two fields:
   - lg_typo3='ga'
   - lg_collate_locale='gl_ES'
