[TYPO3-translators] Extension Translation

Very good idea!

Probably this feature should be in a separate extension. The more
extensions run, the worse is performance. Some servers will never need
this. However I am +1 to make it a system extension!

Btw, we still can translate core, there is no freeze, right?
