this is a matter of taste - onClick horizontal menu is easier to use
as hover-based verticl menu, which is less accessible.
Maybe less mouse movements but worse accesibitity and
in general worse usabiity.

Only SELECT-menus could work in existing frameset. If DHTML-menus over
frames, frameset should be radically simplified.
