IN my view yes. Yes and some experiences from the current install tool is
that folder permissions are not checked until the basic configuration
section and even later which is wrong.

Because folder permissions has become probably the major installation hurdle
for newbies this should be checked right at the start.

I recall from other software they have a simple test script to check for
these basic server requirements. TYPO3 install tool does not.

This would be a help for newbies and developers to quickly test if TYPO3
will run on a new server. I am always looking for new webhosts and it would
speed things up if all I had to do was upload a single php script and see
how TYPO3 Ready! the server really was.
