for the two rows are vertically 40px used. at the moment we have a 140px 
wide skyscraper-module-frame. so we'll win 100px ;-)

i agree, that could possibly be confusing. But we have css ;-)

I really don't know what is redundant about the two-rows proposal. its 
the opposite: access faster submodules, because you can see it.

i think its not redundant because the :hover menu is there to access 
other, not loaded submodules FAST and the second row is there to access 
the current loaded submodules FAST. if users don't like the second row 
they can click on the '-'-icon on the right side...

howto decide what is good for usabiltiy and what not? i think this is a 
personal thing/opinion/decision/feeling/perception, so maybe its the 
best to enable users to switch icons on or off in the user settings.
