No, to make it more straight forward, dashboard refers to  
functionality like www.google.com/ig or www.netvibes.com. I imagine a  
personalized dashboard is the start page when a user logs into the  
backend. For a basic user he will see widgets on the dashboard  
providing him shortcuts, wizards or whatever is the right thing for him.
