[TYPO3-hci] 4.1 = menubar/iconbar/dashboard; lets go!

Send the diff, didn't make it yet.

You are welcome to comment on any other part. I'm open to  
improvements to the code. I will not claim to be an expert in  
prototype/JS/CSS at all.
