[TYPO3-core] RFC #17373: Standalone images in RTE-enabled field not rendered in frontend

This is a SVN patch request.

Type: Bugfix

Problem:
If an image is entered in an RTE-enabled field and is the only content 
in a paragraph, it is not rendered in frontend.

This is a side effect of patch applied for issue #5896 (rendering of hr 
tag).

Solution:
When the only tag on the line is not an encapsulating tag, it will be 
wrapped. The wrapping tag will not be an empty tag.
