[TYPO3-team-core-v5] The Notepad

...again stumbling in as not a team member, I like the idea of the 
Developer Tools. Particularly things like the mentioned patch (listing 
the active type converters) must not really be part of a core 
distribution, but might come handy for... developers. I have a couple of 
"Features" which were born during my daily work on Flow, and once I made 
them, I published them as patch. A DeveloperTools package would be the 
perfect place for such (like extdeveval, right? ;)
