[TYPO3-workflow] Task: Always active

Hi.

I'm trying to set up a scenario where a Task is assigned to a user, 
which is always present (such as: "Write a new tt_news Record"). I don't 
want someone to assign this to the user, but he should be able to decide 
for himself when to write something and then just pass it to the 
reviewer and publisher.

so is there a way to have a Task always active which does not have to be 
initiated by another user or the same user? I believe that this is quite 
a common scenario...
