just found the issue. dd and dl are switched.

It should be:

lib.parseFunc_RTE.externalBlocks = table, blockquote, ol, ul, div, dl
lib.parseFunc_RTE.nonTypoTagStdWrap.encapsLines.encapsTagList = 
p,pre,h1,h2,h3,h4,h5,h6,hr,dd,dt
