[TYPO3-v4] Moving sysext manuals to DocBook

I do not think there is a need to bloat the core with manuals. It can be a 
normal ext. Core should come only with files, which are necessary for 
core's work. Otherwise we would put all kind of stuff into the core, 
including, for example, T3SAIL photos. They are cool, why not? :)
