[TYPO3-v4] Moving sysext manuals to DocBook

Hi guys,

perhaps there can be a sysext (like extdeval), that contains most of the
documentation for the be exts.

This way the docu is easy to integrate into a normal TYPO3 ;) and the
intranet guys still have the docu integrated in the system.
