[TYPO3-v4] XLIFF questions

Hi (Dominique),

just a question regarding XLIFF:

* Will it solve our problems that we cannot delete or change labels, as 
all TYPO3 versions share them?
* Is the setup already (almost) in place that we can continue translating?
* Is the Extension Manager already prepared to download the language 
files? Is that functionality already coded, but not pushed, yet (it's 
not contained in the current patch, isn't it?)
