[TYPO3-v4] mandatory tooltips in 4.5: option to disable them?

there was an option to have or not have the (?) icon!

agree.. very good for novice or even normal editors, but not for admins or  
advanced users.
these tooltips sometimes don't go away, you can't click the labels to fast  
focus on the field..

so: the idea is to have them "optional" (in user config.. like it has  
always been until now)

what do you think?
