I briefly looked at the OASIS standard for naming schemes, but that 
still has the problem that it tries to store names in various parts 
(e.g. first name, middle name, last name) and adds some classifications 
and extra parts. As a result the application has to have thorough 
knowledge of the naming habits in various coutries and cultures.

Many applications want to store the various parts to be able to address 
you as Dear Mr. Hader or Dear Olly and list you on a web site as 
"author: Oliver M. Hader" sorted under the letter "H".

To leave out the knowledge about naming schemes completely the w3.org 
article seems to lean towards storing the complete name targeted for the 
various uses.
