[TYPO3-v4] Automatically enabled install tool

Hello Ernesto,


1. If "DISABLE_INSTALL_TOOL" exists do not create "ENABLE_INSTALL_TOOL"
   file (even with button)

2. Move some of the settings additionally into the module i mentioned
   before. (link to installtool is only available if 1. is not true)

do you mean something like that?

Which options would you make available in that menu ;) ?

I wouldn't move any setting to that module, it should only be an
additional way!?
