[TYPO3-v4] Moving sysext manuals to DocBook

Hi,

I also have a client where Internet access is restricted for the TYPO3 
server. But not for client machines, so developers can still access the 
documentation.

All manuals will be available online, so if they can't be downloaded via 
the EM, they can be accessed directly on typo3.org. And quite frankly, 
if an organisation is completely cut off from the Internet, one has to 
wonder why they have a web site at all...
