[TYPO3-v4] Question about $TYPO3_CONF_VARS['FE']['maxSessionDataSize']

Hi list,

the configuration option $TYPO3_CONF_VARS['FE']['maxSessionDataSize'] in 
the Install Tool can be set to '0' which allows unlimited session data, 
but on the other hand makes the check for a valid cookie in the function 
tslib_feUserAuth::record_registration() obsolete.

Can someone explain to me why this check in the if-clause is needed?
