[TYPO3-v4] Improvements to t3lib_formmail / Status of FORM content element

Is there any possibility to use captcha in the default form yet? If yes I 
would suggest adding it to the assistent if any captcha extension is 
availible, if no I would suggest integrating it.

Also the Formularassisten should be abvailible right away when creating new 
a form element. Right now it is only visible after you saved the new element 
once.
