[TYPO3-v4] simple.htaccess and advanced.htaccess

Hi,

what you you think of removing the misc/simple.htaccess file and 
renaming misc/advanced.htaccess to _.htaccess or what so ever?

IMHO it's *really* bad this way.

What has to be changed?
I think the packaging script for the dummy package, right? IIRC sb. told 
me that it uses the misc/advanced.htaccess, although Markus Klein now 
disagrees (in #15108)
