An idea for a variant:

A REMINDER #x (x to be determined) will trigger the release manager to 
consider spending some of the budget on hiring a core dev to review the 
issue. Details can be worked out by the core dev group (e.g. an hourly 
rate is set and release manager determines max. time to spend on this, etc.)
