[TYPO3-mvc] RFC#9174: Format.date is not capaple of locales due to missing feature in PHP

Hi,
this is an svn patch request.

BT reference: http://forge.typo3.org/issues/9174

Branches: v4.*, v5

Problem:
Format.date returns unlocalised Date, therfore the config.locale_all is 
not respected --> results in different time renderings within one page

Solution:
exchange to use strftime which is capaple of the setlocale.
