[TYPO3-mvc] RFC #9152: Mix-up in trunk for Extbase version

Problem:
According to [1], trunk version of Extbase should be 1.3.0-devel but 
ext_emconf.php says "1.2.0" while version in branch extbase_1-2 says 
'1.2.1'.

Solution: update version in ext_emconf.php of trunk.

Info: in Fluid-trunk, the version is "1.3.0-devel", this is correct

PS: It's really because I had to fresh my brain that I created the patch 
as I would never ask such a patch if someone tells me something like 
that for DBAL...
