[TYPO3-mvc] TYPO3 requires Fluid and Extbase?

Bonjour Ingo,

Yes it's the case now and the question was about "raising requirement" 
and adding Fluid for the Install Tool.

Having 2 "versions" of install Tool (ext-less and Module+Fluid) is 
probably unrealistic when we can observe that we still have *almost* the 
TYPO3 version 3.3 Installer in 4.2.x   ;)
