[TYPO3-mvc] TYPO3 requires Fluid and Extbase?

You are absolutely right that this still needs to work. I think Benni 
had in mind to _not_ use the localconf.php, but instead hard-code the 
extension list to fluid and extbase when you are inside the installer.

So then it would still work even if you installed a strange extension.
