There are 2 different views you can talk about.

Considering the normal list module: This has nothing to do with ext:news
and you can achieve that by using one of the hooks there to restrict the
access. This wouldn't be a big task and quite easy to achieve.

If you are meaning the administration module of ext:news. This is there
also not possible and would be possible by using a hook in the ext
itself to restrict access there.

So both ways are possible and both mean extra coding on your side
