[TYPO3-seminars] Upgrade from 7.x to 9.0

1. upgrade to oelib 0.6.5 and seminars 0.8.4
2. upgrade to oelib 0.7.0 and seminars 0.9.0

Please also make sure to read the upgrade notes for the corresponding
seminars version before upgrading.
