[TYPO3-rte] Empty title for image in the RTE

By default, when i add an image in the RTE in TYPO3 6.1.7, in the html
generated there is a title attribute containing the image file name.

I want to get rid of the title attribute by default, i don't want to have
this attribute by default. Is it possible ? And is it possible to put the
image title instead of the image file name ?
