You could add the following line in your TS template setup:

lib.parseFunc_RTE.externalBlocks.table.stdWrap.wrap = | <p>&nbsp;</p>

This will render the paragraph in FE after every table inserted in the 
RTE. But it will not add the paragraph inside the RTE.

It is hard to understand why anyone would want to do this.
