Unsetting the target could work (never tried though), but I'm sure there
is no "target" to "rel" conversion anywhere in the code. I think that
the "rel" attribute won't survive within the RTE because of the link
handling.

The only chance I see is that you do this during FE rendering by hooking
yourself into the link rendering process.
