If safe_mode is enabled in your configuration, you should set the list 
of available dictionaries with the Extension Manager. They should all be 
displayed in the spell checker drop-down list. The language of the 
current content element should simply be pre-selected.

If safe_mode is not enabled, the list of available dictionaries is 
obtained directly from Aspell. But the result should be the same.

Is safe_mode enabled in your configuration?
