Yes, provided that both classes are in RTE.classes, 
RTE.default.proc.allowedClasses and are NOT configured as mutually 
exclusive (RTE.mutuallyExclusiveClasses.10 = align-right, csc-frame-frame2.

I do not know why this does not work for you.
