[TYPO3-RTE] RTE not working at all

What values do you get, in the Backend, for

Admin Tools -> Configuration -> $TYPO3_CONF_VARS -> RTEenabled

and

Admin Tools -> Configuration -> $TYPO3_CONF_VARS -> RTE_reg

What browser are you using?
