[TYPO3-RTE] why does rtehtmlarea depend on TYPO3 4.0?!

Since version 1.3.0 (TYPO3 4.0 is shipped with version 1.3.7), there are 
a number of changes that rely on features and structural changes of the 
core that are available only in TYPO3 4.0. There are also many problems 
affecting the RTE that were fixed in the core of TYPO3 4.0.

I agree that it would be nice if it was so simple. But the differences 
are now just too important. It is also very cumbersome to include in the 
extension fixes to problems in the core of earlier versions of TYPO3. 
Unfortunately, I cannot afford to support two branches. As mentioned in 
the documentation, version 1.2.0 is the last version that will work with 
3.8.x.

Even if you use TYPO3 4.0, the DAM media browser is an optional, 
configurable feature that will be ignored if DAM is not installed.
