[TYPO3-RTE] htmlarea integration/configuration in t3 4.0

The resulting configurations will be the same, but the syntax will be 
slightly different from last published version on TER (1.2), using new 
TS feature from TYPO3 4.0. This will be version 1.3.0 which REQUIRES 
Typo3 4.0.

P.S. No new version of htmlArea RTE will be published on TER before 
TYPO3 4.0 is released. From then on, all new versions will require TYPO3 
4.0. That is to say: version 1.2 is the last version that will run with 
pre-4.0 TYPO3.
