[TYPO3-RTE] "Bug" in the online manual at TYPO3.org

Yes, this is also reported in the bugtracker. But I have no idea why 
this happens.

Also, TER adds a '0' level to the table of contents. I have no idea why, 
although it may have started when I upgraded to OO version 2.
