It think that typo3.org has now refereshed the documentation pages.

As you know, this version comes with a completely new set of default 
configurations. These are described in the documentation: 
http://typo3.org/documentation/document-library/rtehtmlarea/Default_Configuratio/#oodoc_part_11289

Note that "Enable all editor options" has been replaced with "Default 
configuration settings", defaulting to "Typical".

All default configurations share the same set of RTE processing options.

If you do not override the default processing options in your Page 
TSConfig and if no other installed extension does so, then b, i, strong 
and em tags should be preserved. However, b and i will be remapped to 
strong and em on the way to the database.
