[TYPO3-RTE] Removing the title attribute from the link creation dialog

Hi,

Enabling the title attribute in the RTE has created quite a mess.
When the title attribute is set, the link cannot be processed as a
typolink and various features are lost.

While this problem will be corrected in TYPO3 4.0, the problem still
exists when the htmlArea RTE is used with earlier versions of TYPO3
(unless a not so simple patch is found and applied).

I propose to remove the title attribute from the link creation window
when the TYPO3 version is smaller than 4.0.
